Start with your key date and supplied components

Write down the actual key-collection date, project and flat reference, and the components supplied with your unit. Use the Welcome Kit and your purchase documents, including optional components, rather than another owner’s photos as the delivery checklist.

Inspect one space at a time and assign each concern a short reference such as kitchen-01. HDB’s move-in guide recommends systematic checks and marking concerns with painter’s tape or notes. Describe what you see without deciding the cause or promising that every imperfection qualifies for repair.

Make each record easy to locate and understand

For each item, keep room, exact position, date, observation, photo reference and question. A wider photo can locate the item; a closer photo can show the concern. Keep the original files and note later changes separately. Avoid personal documents or people in pictures shared for assessment.

Fictional example: kitchen-01, lower edge of supplied cabinet door, photographed before works, visible mark, question: please assess whether rectification is needed. This records an observation; it does not prove defective workmanship. HDB notes that slight colour or grout-width variations can be normal material or construction characteristics.

Keep the reporting instruction and DLP separate

The move-in guide states that defects must be reported within 30 days of key collection, before renovation begins. It explains that reporting after works makes responsibility harder to establish. Record that early reporting instruction alongside the one-year DLP, which the guide says starts at key collection.

HDB’s rectification page provides an online or BSC route within the one-year DLP. If 30 days have passed, works have started or a new concern appears, contact BSC promptly with the actual history. Do not infer automatic loss of all coverage or approval from either timeframe; ask for the applicable assessment and next step.

Submit through the official route and track the response

Use the Welcome Kit QR code or contact the BSC for your project, checking that the destination is the official service. HDB also identifies an online rectification route. Keep your submitted list, date, reference and acknowledgement; an unsent list or a message to a renovation contractor is not that acknowledgement.

The move-in guide describes BSC review, a joint inspection to verify issues, rectification and a closing inspection. Take the same item references to the joint inspection and record the agreed action or explanation for each. If an item is not accepted or needs more information, keep it as an open question rather than marking it repaired.

Coordinate repairs and renovation using actual arrangements

Ask BSC about access, planned work and the next inspection before fixing renovation dates around an assumed completion day. The guide describes repairs as typically taking less than two weeks; that is not a deadline promised for your item. Keep any actual scheduling confirmation with your record.

Avoid altering a disputed area merely to make a photo look clearer. Do not dismantle electrical, plumbing or structural elements to diagnose a concern yourself. Renovation approval is a separate process: HDB requires listed renovation contractors and prior permission for specified works. A defect report does not approve your renovation plan.

Close each item with evidence, not just a completed visit

At the closing inspection, compare each item with the original observation and agreed work. Record inspection date, outcome and any remaining concern or follow-up. A visit taking place does not establish that every item is resolved. Ask BSC how an unresolved item will be handled and keep its response.

After the one-year DLP, HDB’s page points owners to a repair contractor and says they can approach their HDB Branch for further assistance. Use the applicable route for your circumstances. Where To BTO helps organise project comparisons and planning questions; it does not inspect flats, certify repairs or decide liability.
